We are of the considered opinion that the continued absence of peace in South Asia is one of the root causes of most of the miseries the people of the region are made to endure. It is the major reason why our abundantly resource-rich subcontinent is wallowing in poverty, unemployment, disease, and ignorance and why militarism, religious and sectarian violence and political, economic and social injustice are eating into the very vitals of our societies, even after more than six decades of independence from colonial rule.

This Joint Statement was released to the press simultaneously in Pakistan and India
on November 30 2008.
Wearedeeplyshocked and horrified at thebloodymayhem in Mumbai, which has claimedmorethan
a hundred and nintylives and causedgrievousinjuries to severalhundredpeople, besidessending a wave of panic and terroracross South Asia and beyond. Weconveyourprofoundfeelings of sorrow and sympathies to thegrievingfamilies of theunfortunatevictims of thisheinouscrime and express oursolidaritywith them.
As usual, all sorts of speculationsarecirculatingabouttheidentity of theperpetrators of thisact of barbarism.
Thetruthaboutwhoaredirectlyinvolved in this brutal incident and whocouldbetheculpritsbehindthesceneisyet to come out and we do notwish
to indulge in anyguessworkorblamegame at this point. However, oneisintrigued at itstiming. Canitbetermed a coincidencethatit has happened on thedaytheHomeSecretaries of thetwocountriesconcludedtheirtalks in Islamabad and announcedseveralconcretesteps to moveforward
in thepeaceprocess, such as theopening of several land routesfortrade
- Kargil, Wagah-Attari, Khokhropar etc -, relaxation in thevisaregime,
a soft and liberal policy on theissue of release of prisoners and jointefforts to fight terrorism? Again, isit
just a coincidencethat on thisfatefuldaytheForeign Minister of
Pakistan was in the Indian capitalholdingveryuseful and productivetalkswith his Indian counterpart? One thinglookscrystalclear.
Theenemies of peace and friendshipbetweenthetwocountries, whateverbethelabelunderwhichtheyoperate, areun-nervedbythesehealthydevelopments
and are hell bent on torpedoing them.
Weare of theconsideredopinionthatthecontinuedabsence of peace in South Asia - peacebetween and withinstates - particularly in relation to India and Pakistan , isone of therootcauses of most of themiseriesthepeople of theregionaremade
to endure. Itisthemajorreasonwhyourabundantlyresource-richsubcontinentiswallowing in poverty, unemployment, disease, and ignorance and whymilitarism, religious and sectarianviolence and political, economic and socialinjusticeareeatingintotheveryvitals of oursocieties, evenaftermorethansixdecades of independencefromcolonialrule.
At thismoment of unmitigatedtragedy, thefirstthingwecallupontheGovernments of India and Pakistan to do is to acknowledgethefactthattheoverwhelmingmajority of thepeople of India
and Pakistan ardentlydesirepeace and, therefore, thepeaceprocessmustbepursuedwithredoubledspeed and determination on bothsides. Thesoonertherulingestablishments of India and Pakistan acknowledgethisfact and push aheadwithconcretestepstowardslastingpeace and harmony in thesubcontinent, thebetterit will benotonlyforthepeople
of ourtwocountriesbut also forthewhole
of South Asia and theworld. Whilethe
immediate responsibilityforunmaskingtheculprits of Mumbai and takingthem to tasksurelyrestswiththe Government of India, all of us in South Asiahave an obligation
to joinhands and gointotherootcauses of why and how such forces of evilaremotivated and emboldened to resort to such acts of anti-peopleterror.
Itisextremelyimportant to remindtheleaderships
of Pakistan and Indiathatissuingstatements and signingagreements and declarations will havemeaningonlywhentheyaretranslatedintoaction and implementedhonestly, in letter and spirit and withoutanyfurtherloss
of time. Itassumesaddedurgency in theprevailingconditions in South Asia , withthepossibilitythat so many different forcesprone to religious, sectarian and otherforms of intolerance and violencemaybelookingforways to arm themselveswithmore and moresophisticatedweapons of massmurder and destruction. Thebloodbath in Mumbaimustopentheeyes of ourgovernments, ifit has notalreadyhappened.
Weurgeuponthegovernments
of India and Pakistan to immediatelytakethefollowingsteps:
Cessation
of all hostilepropagandaagainsteachother;
Joint action
to curbreligiousextremism of all shades in bothcountries;
Continue
and intensifynormalization
of relations and peacefulresolution
of all conflictsbetweenthetwocountries;
Facilitation
of trade and cooperationbetweenthetwocountries and in all of
South Asia . WewelcomethefactthattheSrinagar-Muzaffarab ad
and Poonch-Rawlakotbordershavebeenopenedfortrade and thattheopening of theroadbetweenKargil and Skarduis in thepipeline.
Immediate abolition of thecurrentpractice of issuingcity-specific and policereportingvisa and issuecountry-validvisawithoutrestrictions at arrival point, simultaneouslyinitiatingnecessarysteps to introduce as early as possible a visa-freetravelregime, to encouragefriendshipbetweenthepeoples of bothcountries;

of No First Use of atomicweapons;
Concretemeasurestowardsmaking South Asianuclear-free;
Radicalreduction in militaryspending and end to militarisation.
